Crossgate Partners, LLC is a private real estate investment and development firm that finances a wide spectrum of real estate assets, primarily in the southeastern United States. Crossgate Partners invests, manages, and develops across a diverse group of product types including multifamily, retail, medical, senior living, and mixed-use developments.Crossgate Partners has also been active in the review and acqiusition of non-performing loan portfolios in the Southeast. The portfolios are purchased in bulk at a significant discount and can net attractive gains once Crossgate implements their effective execution strategy

Randel S. Moore - Managing Partner

In 2004, Crossgate Partners was co-founded by Mr. Moore as a real estate investment company to facilitate the acquisition of value-added real estate assets. We are active in the acquisition of quality office, retail, multi-family, residential and hotel assets. Since 1986, Mr. Moore has been a partner in investment and development firms specializing in the acquisition and management of commercial assets. During this same period, Mr. Moore participated in acquisitions totaling more than $600 million and has been involved in the acquisition of many multi-family assets, the development of several single family home projects and various alternative investments throughout California and the Pacific Northwest, gaining extensive experience in managing corporate operations and partner relations.

A native of San Diego, California he now resides in a suburb of Atlanta, Georgia with his wife and two children. Mr. Moore graduated from the University of San Diego with a B.B.A. in Accounting.

Jeffery P. Neuber - Managing Partner

Jeff Neuber has served as the Chief Executive Officer for a global leadership development organization for over 15 years. Under Mr. Neuber's management and direction they have experienced consistent growth in both revenue and profitability. Mr. Neuber co-founded Crossgate Partners along with Mr. Moore. Mr. Neuber was employed for six years in the aerospace industry working for Rohr, Inc. located in Chula Vista, California.

Mr. Neuber received his Masters of Business from the University of San Diego in San Diego, California. Mr. Neuber also serves as Director for several international companies, and he sits on the board of several charitable organizations.

John M. Scott - Chief Financial Officer

As CFO, John M. Scott is responsible for all aspects of accounting, tax, and financial operations for Crossgate Partners.
Mr. Scott joined forces with Mr. Neuber in January of 1995 as the European region’s Director of Finance. He was instrumental in the planning, setup, and design of financial systems and reporting for that region. Mr. Scott returned to the United States and in January of 1998 took on the role of Chief Financial Officer.

When Crossgate Partners, LLC. was founded he took on the role as CFO for both companies and continues to ensure proper and accurate financial reporting as well as compliance with all the complex tax regulations associated with real estate investment and development.

Mr. Scott earned his B.B.A. in Accounting from the University of San Diego in 1991 and began his professional career with Moss Adams, LLP, a public accounting firm in Beaverton, Oregon. While at Moss Adams, he was a senior auditor managing client financial statement audits and tax work in the timber, manufacturing, and distribution industries. He also focused on financial projections, insurance litigation, and computerized accounting setup and training. Mr. Scott is a certified public accountant in the state of Oregon (Inactive).

Jeffrey J. Fulbright - General Counsel

Jeff Fulbright is Crossgate Partner’s general counsel. Mr. Fulbright handles legal affairs for the company.

Jeff Fulbright received his B.B.A in Finance with honors from the University of Texas in 1988 and went on to receive a Juris Doctorate from Baylor School of Law in 1991.He worked as a litigation attorney for one of the nation’s largest law firms, Arter & Hadden, before joining Mr. Neuber’s team in 1997. While at Arter & Hadden, he successfully represented a number of public companies in various commercial litigation matters. He is admitted to the State Bars of Colorado, Georgia, and Texas, and is admitted to appear before the federal courts in the North District of Texas and Georgia.

Marty Dougan – Operations Manager

Marty Dougan is Crossgate Partner’s Operation Manager. Mr. Dougan handles the day to day operations of Crossgate’s owned and managed properties and is the lead property manager. Mr. Dougan has worked in Property Management and tenant relations for almost 10 years. Prior to working with Crossgate Mr. Dougan worked for one of the largest residential property management firms in Virginia, heading up a team of leasing associates.

A native of Central New York, he now resides in a suburb of Atlanta, Georgia with his wife and young son. Mr. Dougan graduated Magna Cum Laude from Cortland State University with a Bachelor of Science degree in Business Economics and Management.
